President and CEO
Kathleen is an experienced Software Solutions Manager with strong leadership skills and technical expertise. More than 25 years experience in the IT industry and 12+ years in the HR software industry have given her a unique cross-functional expertise in both technology and management.
She is a PMP certified professional with a long history of implementation, data migration and analysis, resource management, functional testing, complex problem solving, documentation and training skills who is focused on achieving exceptional results.
Jeff O’Neill

Jeff is a Senior Consultant with over 30 years of operational, financial and systems management experience with the last 17 years in the electronic tolling industry. Jeff worked for a tolling systems and operational integrator for the first 7 years and as a consultant for the last 10 years. He has provided consulting services for all facets of toll collection, manual, electronic and all electronic. He has developed and managed customer service operations and toll software systems. Expertise ranges from Request for Proposal (RFP) development and procurement management through tolling systems and customer service center start-up, operational and capital cost estimating, business rule development and implementation, and financial and operating reporting and audits.
Anna Salvagin
Senior Tolling Consultant
Anna is Senior Tolling Consultant with over 30 years of professional experience in the toll industry, transportation planning and traffic engineering. She is qualified in providing consultant services in the areas of program management and policies, back office systems (BOS), customer service center operations, and national interoperability for traditional cash, open road tolling (ORT), all electronic tolling (AET), managed express lane programs and quality management. Anna has expertise in developing business rules for toll programs, tolling feasibility studies, operations plans and toll operations white papers. She has also reviewed and negotiated toll system contracts; conducted BOS assessments and design reviews; prepared toll systems and operations procurements; developed legislation and business policies; conducted risk assessments; monitored and evaluated BOS operations; assisted with toll program problem mitigation; and developed monthly performance and QC reporting.
Carrie Mackenzie
Senior Tolling Consultant
Carrie is a Senior Tolling Consultant who is an experienced project manager; she has served as support and advisor for the Maryland Transportation Authority 3G Roadside & Operations Upgrade Project Team; Louisville Southern-Indiana Ohio River Bridges Project; and the Halifax Harbour Bridges in Nova Scotia, Canada. Carrie is an outgoing individual, driven toward project success and has had proven success with her project coordination, communication, documentation, marketing and management skills.
Karen Riecke
Toll Operations Consultant
Karen is a tolling professional with 24 years of experience in customer service and support. Specializing in effectively working with project managers to identify project requirements, scope of work, design details and user acceptance testing. Karen has proven exceptional problem-solving skills and is able to adapt to changing priorities. She has experience in managing diverse teams to complete projects on-time and on-budget and is skilled at identifying opportunities for improvement, resulting in increased customer satisfaction. She also has broad experience developing complex account, customer and system documentation and correspondence.

Cyd is a creative, results-driven IT professional with extensive experience in the health-care industry. She has a broad background encompassing 27+ years of expertise in the areas of electronic medical records design and deployment, clinical workflows, business and systems analysis, data warehousing and reporting. She is an experienced Project Manager who is familiar with leading multidisciplinary teams of professionals spanning the service strategy, design, transition, operations and quality improvement lifecycles. She has experience in the definition, design and development of policies, workflows, standard operating procedures, testing, training and user documentation.

Strong technical knowledge, problem solving, written and oral communication skills. Successfully designed, developed, and deployed many large AET Host and Toll Collection Systems. Expert knowledge in interoperability specifications including E-ZPass and CTOC. Experienced working with all primary transponder protocols including Title 21, 6C, TDM, SeGo.
